The European Commission has included Open access requirements into its new research funding programme, Horizon 2020. All publications need be made available openly. This is accompanied by an ambitious pilot on open research data, aiming at making data collected/created during publicly funded research projects openly available.
Building on this, work is starting on policy for open digital science (see http://ec.europa.eu/digital-agenda/en/news/neelie-kroes-transformative-power-open-digital-science, in particular on citizen science) and will launch a public consultation on the area in June 2014.
The session would be introduced by a quick explanation/refresh on what's going on in these areas.
The rest would be a kind of workshop/brainstorm, aimed at developing ideas for pushing open science forward: What kind of activities should the EU consider funding? New ways of renewing the incentives for scientific and research careers? Killer apps for citizen science (or: smartphone science)? etc.
